There is a whole load of controversy surrounding ROMs and emulators, for the time being they are neutral, until there is a law that states they are illegal, they are merely a backup of software you already own. That is of course, if you own it, otherwise, yes it would be illegal. And unless a company/producer of these games personally contacts me and asks me to remove them, they will stay up.
